While Ronnie and Samir are still trying to escape the flooded Rotterdam on their raft, Prime Minister Kreuger is already working on the reconstruction. He travels to Brussels to negotiate the distribution of European emergency aid. The plan that his Belgian colleague Verbeke presents is completely wrong with him.
